Job Overview:
A reputable organization is seeking to engage the services of highly qualified Public Financial Management (PFM) Experts (4) with strong expertise in Subnational Internally Generated Revenue (IGR) and professional report writing.

Duties and Responsibilities:
Provide technical guidance on Public Financial Management and Subnational IGR frameworks. Prepare training materials and facilitate capacity building/training sessions for project team members on aspects of Domestic Resource Mobilization (DRM)/IGR critical to understanding the subject matter. Develop and compile a comprehensive analytical/policy-informing project report based on findings and in line with assigned sections (total document length between 250-300 pages). Develop and apply a scoring and ranking system for the indicators and states, respectively. Ensure the report meets professional and donor-level reporting standards. Peer-review portions of the report written by other members of the team.

Required Qualifications:
Proven expertise in Public Financial Management (PFM), particularly DRM/subnational IGR. Strong knowledge of subnational revenue systems and fiscal governance. Demonstrable experience in technical and analytical report writing. Experience working on public sector reform, fiscal diagnostics, or governance projects will be an added advantage.
