Job Overview: A Procurement Officer oversees the acquisition of materials, equipment, and services by evaluating suppliers, negotiating contracts, and ensuring compliance with procurement policies. The role involves monitoring inventory levels, tracking orders, and maintaining strong relationships with vendors to secure the best value for the organization.
Duties and Responsibilities: Lead the full procurement life-cycle from requisition to contract close-out for high-value Oil and Gas materials, drilling consumables, and maintenance services (MRO), ensuring alignment with project schedules and budget constraints. Develop and execute complex RFQs, RFPs, and limited tenders. Evaluate bids commercially and technically, lead negotiation panels, and make award recommendations. Manage all procurement activities related to SNEPCO joint venture operations, including AFE (Authorization for Expenditure) tracking, cost allocation, and mandatory reporting. Act as the primary procurement interface for SNEPCO audit and compliance reviews. Fully utilize the CHEVRON Smart Platform for supplier onboarding, contract repository management, performance scorecards, and automated sourcing events. Lead quarterly contract health checks and supplier business reviews. Monitor actual spend against approved budgets, identify cost-saving opportunities (e.g., volume discounts, alternative suppliers), and escalate variances with corrective action plans. Achieve annual cost reduction targets as set by leadership. Ensure all procurement activities comply with the company’s HSE policies, anti-bribery and corruption standards, and local content regulations (e.g., NUPRC guidelines). Flag any supplier non-conformances or conflicts of interest. Develop and present weekly procurement dashboards to management, highlighting KPIs such as PO cycle time, savings achieved, supplier lead times, and platform utilization rates. Recommend process enhancements and automation opportunities. Partner with engineering, operations, logistics, and finance teams to forecast demand, resolve PO-to-invoice mismatches, and prevent production downtime due to material shortages.
Required Qualifications: Bachelor’s degree in Supply Chain, Business, Engineering, or a related field. 3 years of procurement experience in Oil and Gas (operator or major service provider). The Ideal candidate must be in Proximity to Lekki or its Environs for easy commute. Proven track record using the three platforms: RENAISSANCE platform, SNEPCO platform, CHEVRON Smart platform. Knowledge of Nigerian Oil and Gas Industry regulations, or international best practices (ISO, NIPEX, NUPRC). Strong negotiation, SAP/Ariba knowledge is an added advantage. Excellent communication skills; ability to interface with suppliers, engineers, finance, and JV partner representatives. Proof of verifiable experience on all three mandatory platforms will be requested during screening- falsification will lead to automatic disqualification.
Educational Background: Bachelor’s degree in Supply Chain, Business, Engineering, or a related field.
Experience: 3 years of procurement experience in Oil and Gas (operator or major service provider).
