Job Overview: The ACROSS project aims to combat destabilization, radicalization and violent extremism in border areas of Benin, Niger and Nigeria while focusing on enhancing social cohesion, conflict resolution and improving socio-economic infrastructure access. The Senior Procurement Officer will plan, manage, and provide technical and operational expertise to ensure the effective and efficient delivery of goods to the poor and vulnerable according to CRS and PATRIP requirements.
Duties and Responsibilities: Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance with CRS procurement principles, standards, and policies, PATRiP and KfW regulations, and local statutory requirements, including those related to VAT, duty and tax exemption. Coordinate with the program team to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods and services. Provide pricing information to assist budget holders with budget preparation. Coordinate the sourcing process and perform various activities to assist with ensuring the best value for money: market research, cost estimates, solicitation documents, bidding process facilitation, supplier identification and research, quality and availability of goods assessment, negotiation, contract/purchase order and other documents preparation. Accountable transparency of all processes handled through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval. Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming.
Required Qualifications: Minimum of Bachelor's Degree in Supply Chain Management/Procurement, Business Administration or other relevant degree. Minimum of 4 years’ work experience in procurement management with increasing responsibility, preferably with an international organization. Required Languages - English and Hausa, proficiency in any other local languages is desirable.
Educational Background: Master’s Degree in Business Administration or other relevant field preferred. Full professional certification such as CIPS a plus.

Additional Notes: Must be willing and able to travel up to 25%. Good planning and coordination skills and ability to prioritize competing priorities effectively. Knowledge of international and national procurement regulations and local market conditions. Experience managing construction contracts. Knowledge of contract terms, as well as a proven ability to successfully complete purchase orders against specifications. Good analytical skills with ability to make independent judgment and decisions. Proactive, results-oriented, and service-oriented with focus on meeting customer needs. Ethical conduct in accordance with recognized professional and organizational codes of ethics. Good negotiation, communication, and relationship management skills. Good knowledge of various donor procurement regulations (e.g. KfW, UN, GF). Experience using Enterprise resource systems. Proficient in the use of MS Office package (Excel, Word, PowerPoint). Experience with database management systems (e.g. MS Access) is highly desirable.
